South Africa Digital Tech Minister urges G20 countries to regulate AI

Speaking at the G20 Digital Economy Working Group and AI Task Force, South African Communications and Digital Technologies Minister Solly Malatsi has called on Group of 20 (G20) countries to develop a framework of rules that member states can use to regulate AI, particularly a framework that prioritises the development of AI for low-resource languages and to collaborate in sharing data and tools to close the gap in linguistic diversity in digital technologies. Among other things, Minister Malatsi emphasized that South Africa seeks to advance the Global South’s agenda by addressing connectivity gaps, supporting MSMEs, and ensuring AI respects cultural diversity while mitigating biases.

Following the AI Action Summit in Paris, the African Union, European Union, G20, G7, and United Nations have the adopted the Statement on Inclusive and Sustainable Artificial Intelligence for People and the Planet. This statement emphasises the promotion of AI accessibility to bridge digital divides, ensuring AI systems are ethical and trustworthy, and advancing international cooperation on AI governance.

G20 Brazil Summit leads to Rio de Janeiro Leaders’ Declaration

At the conclusion of the 19th G20 Summit in Rio de Janeiro, Brazil, leaders of the G20 countries have adopted the "Rio de Janeiro Declaration" which, among other things, calls for strengthening of cooperation on the regulation of AI, taking into account the views of developing states - e.g. "To unlock the full potential of AI, equitably share its benefits, and mitigate risks, we will work together to promote international cooperation and further discussions on international governance for AI, recognizing the need to incorporate the voices of developed and developing countries."

China President Xi tells G20 Summit AI should not be a "game of rich countries"

China President Xi Jinping delivered a speech at the Session II of the 19th G20 Summit (in Rio de Janeiro, Brazil) under the title "Working Together for a Fair and Equitable Global Governance System". In this speech, President Xi called for the G20 community "should step up international governance and cooperation on AI, to make sure that AI is for good and for all, not a game of the rich countries and the wealthy".

G20 countries reportedly sign declaration on AI

It has been reported that G20 countries, except Argentina, have signed a declaration at the 10th Summit of Presidents of the G20 Parliaments in Brazil that defends AI as a means to "promote sustainable development" provided that it is regulated to be "transparent, inclusive, ethical, responsible, reliable and centred on the human being". The declaration has yet to be released to the public, but will be delivered at the G20 Summit on 18-19 November 2024.

G20 nations at Brazil launch São Luís Declaration on AI

At the G20 Brazil 2024 summit, engagement groups of G20 states have launched a joint statement, called the "São Luís Declaration: Artificial Intelligence". The Declaration aims to bring together responsible and effective strategies for AI within the G20 structure.
