Hungary sets legal framework for responsible AI

Hungary has enacted its first Artificial Intelligence Act, known as Act LXXV of 2025, to create a secure and transparent legal framework for responsible AI use. This legislation aligns with the EU AI Act and Hungary's updated AI Strategy from September 2025. The law designates specific authorities to certify AI system compliance and oversee market surveillance, ensuring lawful application. Additionally, it establishes the Hungarian Artificial Intelligence Council, led by the government commissioner for AI, to monitor technological developments, provide policy recommendations, and engage with stakeholders across research, business, and social sectors.

Hungarian Competition Authority concludes investigation into Microsoft's Bing AI feature

The Hungarian Competition Authority (GVH) has concluded an investigation into Microsoft Ireland Operations Limited regarding the AI-based Bing search service, accepting binding commitments from Microsoft without formally establishing a legal infringement. The GVH's concerns stemmed from potentially inadequate, fragmented, and partially English-only information provided to Hungarian consumers about Bing's AI functionalities, which were integrated in February 2023. In response, Microsoft has voluntarily committed to significantly improve transparency and support the development of Hungarian-language AI. This includes training its AI systems with a cleaned dataset of at least 10 billion Hungarian words and making this dataset freely accessible to other developers. Additionally, Microsoft will undertake educational initiatives aimed at public officials, small businesses, and consumers. The GVH will closely monitor the implementation of these commitments and reserves the right to impose fines for any non-compliance.

Hungary bill banning LGBTQ+ Pride event and allowing police use of facial recognition, signed into law

It is reported that Hungary's president has signed a law proposed by Prime Minister Viktor Orban's ruling party that will amend the 2021 Child Protection Act (Act LXXIX of 2021) to ban LGBTQ+ communities from holding their annual Pride march as well as include powers for police to use facial recognition cameras to identify people who attend the event and impose fines on participants. The law had passed in the Hungarian parliament in a 136-27 vote, and was pushed through parliament in an accelerated procedure after being submitted only a day earlier. The legislative text of the amendment has yet to be revealed to the public.

Hungarian Competition Authority launches inquiry into impact of AI on competition

The Hungarian Competition Authority (GVH) has published the findings of its market analysis on the effects of AI on competition and consumer protection. The analysis found that (1) the rapid adoption of AI could disadvantage small and medium-sized enterprises (SMEs) if they do not begin utilising these technologies; (2) proposals for several state interventions to optimise the use of AI across sectors, particularly in banking and telecommunications; and (3) the need for increased technological knowledge, adequate capital, and a competent workforce to enhance the competitiveness of domestic businesses, especially SMEs.
