Ukraine imposes new sanctions on Russian, Chinese and Belarusian AI drone developers

President Volodymyr Zelenskyy has signed Decree No. 599/2025, enacting the decision of the National Security and Defense Council (NSDC) to impose personal special economic and other restrictive measures against manufacturers of AI-powered UAVs and their suppliers. The restrictions cover 39 individuals and 55 companies — including 43 Russian, 10 Chinese, and 2 Belarusian entities.

Zelenskyy calls for restricting supply of AI models suitable for military use to Russia

At the Fair Play Conference, Ukrainian President Volodymyr Zelenskyy has emphasised the need to impose restrictions on the supply of ready-made AI (AI) models suitable for military use; also, tools and services for training AI, including cloud-based solutions; high-performance computing equipment, as well as specialized data sets, including commercial satellite imagery to Russia. President Zelenskyy has further called for the creation of a new international platform for controlling the export of dual-use goods, which he stressed would not only help Ukraine defend itself against Russia but also indirectly against its "accomplices," such as the regimes in North Korea and Iran.

APAC and other regional tech ministers discuss AI regulation

At the Singapore International Cyber Week, ministers from various countries discussed the challenges and strategies for regulating AI amid evolving technological landscapes. The following comments have been reported in the news: (1) Singapore's Coordinating Minister for National Security, Teo Chee Hean, said that international cooperation is essential for resolving common issues in the digital domain, emphasizing the need to avoid past mistakes with emerging technologies like AI; (2) Ukraine's Deputy Minister for Foreign Affairs, Anton Demokhin, argued that strong responses to misbehavior are necessary before opportunities for improvement can be realized; (3) New Zealand's Minister Judith Collins stated that the country has not yet framed AI regulations because there isn't enough AI usage to warrant it; (4) Australia's Special Envoy for Cyber Security and Digital Resilience, Andrew Charlton, suggested that more cooperation than competition is needed for effective AI regulation; (5) Brunei's Minister of Transport and Infocommunications, Shamhary Mustapha, emphasized the importance of consensus on AI regulation within the ASEAN trading bloc; (6) Singapore's Cyber Security Agency Commissioner, David Koh, highlighted that Big Tech companies' revenues exceed many countries' GDPs; (7) The Philippines' Ivan John Uy from the Department of Information and Communications Technology expressed optimism that it's not too late for ASEAN to engage in AI governance and ethics.

The Ministry of Digital releases white paper on the future regulation of AI in Ukraine

The Ministry of Digital Transformation in Ukraine has created a "White Paper" to guide future AI regulation. This initiative aims to help companies prepare for upcoming AI legislation. The Ministry has opted for a "soft approach" based on a bottom-up principle. Key points include: (1) preparing companies for AI regulatory requirements; (2) developing a web portal for responsible AI tools; and (3) ensuring a safe digital environment that protects human rights from AI risks.

Guidelines of the Responsible Use of Artificial Intelligence in the News Media (2024):

These Guidelines are part of Ukraine's AI regulation roadmap, created by the Ministry of Digital Transformation Ukraine, Ministry of Culture and Information Policy of Ukraine, and National Council of Television and Radio Broadcasting of Ukraine. The Guidelines aim to implement the Council of Europe's Steering Committee on Media and Information Society's guidelines on the responsible implementation of AI systems in journalism, and disseminate relevant international practices, principles and approaches to the responsible use of AI systems in news media to respect human rights and professional ethical standards.

AI Roadmap (2023):
